  4. own way, and with God's help, we must answer the call.

  12. TO THE CONGRESS OF THE UNITED STATES:

  14. To accompany my address to the Joint Session of the Congress, I am 
  15. submitting this report, entitled A Vision of Change for America. This 
  16. report describes the comprehensive economic plan I am proposing for the 
  17. nation.
  18.  
  19. I am asking you to join with the American people in their call for change. 
  20. My vision is one of fundamental change to invest in people, to reward hard 
  21. work and restore fairness, and to recognize our families and communities 
  22. as the cornerstones of America's strength.
  23.  
  24. For more than a decade, our government has been caught in the grip of the 
  25. failed policy of trickle-down economics. While the rich get richer, 
  26. middle-class Americans pay more taxes to their government and get less in 
  27. return. My plan will put an end to government that benefits the privileged 
  28. few and mark the beginning of an economic strategy that puts people first.

  30. My plan has three key elements: economic stimulus to create jobs now while
  31. laying the foundation for long-term economic growth; long-term public 
  32. investments to increase the productivity of our people and businesses; and 
  33. a serious, fair, and balanced deficit-reduction plan to stop the 
  34. government from draining the private investments that generate jobs and 
  35. increase incomes.

  37. The change will not be easy, but the cost of not changing is far greater.
  38. We must ensure that our children's generation is not the first to do worse 
  39. than their parents. We must restore the American dream.

  41. We have already heard the clamor of the powerful special interests who 
  42. oppose change because they profit from the status quo. But the American 
  43. people have demanded change, and it is our responsibility to answer their 
  44. call. With that in mind, I ask for your help and support to restore our 
  45. economy and give our people hope.
